Budget & Finance Subcommittee Meeting 

A meeting of the Budget & Finance Subcommittee was held on Wednesday, January 15, 2020 at 6:00 pm in the Coddington Building. Present were Mayor Thomas P. Koch, Mr. Douglas Gutro, Mrs. Kathryn Hubley, Mrs. Emily Lebo, Mr. Frank Santoro, and Mr. Anthony Andronico, Subcommittee Vice-Chair. Also attending were Superintendent Richard DeCristofaro, Deputy Superintendent Kevin Mulvey, Ms. Sarah Anderson, Ms. Catherine Carey, Ms. Donna Cunningham, Ms. Marisa Forrester, Ms. Julie Graham, Ms. Jennifer Leary, Mr. James Mullaney, Ms. Maura Papile, Ms. Erin Perkins, Ms. Madeline Roy, Mr. Keith Segalla; and Ms. Laura Owens, Clerk.

Director of Business James Mullaney presented the Quarterly Budget review through the FY2020 second quarter ending December 31, 2019. Quincy Public Schools has expended approximately 31% of the salary budget year to date, in line with historical expenditure levels. Mr. Mullaney reviewed the detail for 26-week, 40-week, and 52-week employees, with each account being at the appropriate level for this time of year. All salary accounts are sufficiently funded to meet contract obligations and step and level raises.

Mr. Gutro asked about the Drivers budget line, 72% remains. Mr. Mullaney said there are fewer full-time drivers as there have been some route consolidation and unfilled open positions.

On the expense side, for Special Education tuitions and associated transportation, there is approximately 60% of the budget remaining. Overall, expenses are at appropriate levels for this time of year. Funds are available for textbook purchases in late spring, the newest editions will be available beginning in April. Mr. Mullaney is expecting there to be a surplus at year end and this may allow for additional textbook and classroom furniture purchases.

Mrs. Lebo made a motion to approve the Quarterly Budget report as presented. Mrs. Hubley seconded the motion and on a voice vote, the ayes have it.
